Just A chance that someone might have an answer to this

A few times in during the morning, an the Local On The 8s, I hear this selection.
In fact, it was on this morning (2-7-10) at 9:08 AM EST.

It has a continuous beat and it starts out with an instrumental that
sounds like it might be trying to imitate a train whistle.

Anyone have any ideas?
